2.2 Billion People Are Offline. The Phone Network Still Reaches Them.

The internet reaches about 6 billion people. Mobile voice reaches far more. Here is what the ITU and TRAI numbers mean if your business sells by calling.
TL;DR
Direct answer: About 6 billion people use the internet and 2.2 billion do not, but almost everyone in both groups can take a phone call. If you sell by calling, the cellular voice network is the widest channel you have — wider than email, wider than any app, and wider than the internet itself.
- 2.2 billion offline: and 96% of them live in low- and middle-income countries (ITU, 2025).
- The rural gap is real: 85% of urban people are online against 58% rural (ITU). India's rural tele-density is 60.55% against 146.66% urban (TRAI, August 2026).
- 5G is not the story: 84% of people in high-income countries can reach 5G. In low-income countries it is 4%.
- What it means: a tool that needs data to place a call is narrower than one that uses the ordinary voice network.
Most advice about reaching customers assumes everyone is online. Two official datasets say otherwise, and the gap between them decides which sales channels actually work.
The numbers, from the people who publish them
These are not survey estimates from a vendor. The first set is the International Telecommunication Union, the UN agency that collects telecom statistics from national regulators. The second is India's own regulator, published monthly.
| Measure | Figure | Source |
|---|---|---|
| People using the internet | about 6 billion | ITU, Nov 2025 |
| People still offline | 2.2 billion | ITU, Nov 2025 |
| Share of offline people in low- and middle-income countries | 96% | ITU, Nov 2025 |
| Internet use, high-income vs low-income countries | 94% vs 23% | ITU, Nov 2025 |
| Online, urban vs rural | 85% vs 58% | ITU, Nov 2025 |
| 5G access, high-income vs low-income | 84% vs 4% | ITU, Nov 2025 |
| India wireless subscribers | 1,312.25 million | TRAI, Aug 2026 |
| India tele-density, urban vs rural | 146.66% vs 60.55% | TRAI, Aug 2026 |
ITU figures are from Facts and Figures 2025, published 17 November 2025. TRAI figures are from Press Release 125/2026, covering the month ending August 2026.
Why 146% is not a typo
Tele-density counts active connections per 100 people, not people. Urban India passing 146% simply means a lot of people carry two SIMs — one for work, one for everything else, or one for each network's coverage.
That matters more than it sounds. It means the number someone answers a call on is often not the number they give out, and the number they call back is whichever one rang. If your dialer calls from a pooled virtual number, the callback goes somewhere other than the person who made the call.
The rural gap is the whole argument
ITU puts 85% of urban people online against 58% rural. TRAI measures the same split in connections rather than internet use, and finds urban at 146.66% against rural at 60.55%. Different measures, same shape.
So if your market is anywhere outside the big cities — property outside the metro, insurance renewals in smaller towns, admissions for a college that draws from a whole state — a meaningful share of the people you need to reach are not reliably online. They do answer their phone.
The practical test
Ask what your sales tool needs in order to place one call. If the answer includes "a data connection on the customer's side", your reach is the internet's reach. If it only needs the ordinary voice network, your reach is the phone network's reach, and the phone network is bigger.
What this does not mean
It does not mean the internet is irrelevant, or that calling is always the right channel. Someone who fills in a web form expects an email, and plenty of markets are saturated enough that a call is an intrusion. ITU's own figure for high-income countries is 94% online, so in those markets the gap this article is about barely exists.
It also does not mean more calls are better. The reach argument is about who you can reach, not permission to call people who did not ask. Rules on commercial calling differ by country and are worth reading before any campaign.
Where DialMaster fits
DialMaster places calls through the SIM already in the rep's Android phone rather than over the internet. In the terms above, that puts its reach on the phone-network side of the gap: if the person has signal, the call connects, whether or not they have data.
- The number that rings is the rep's own number, so a callback reaches the person who called.
- Calls are billed by the rep's own mobile plan, so there is no per-minute charge from us on any tier.
- The Starter plan is free with no expiry and no card, and importing is unlimited with one short ad per import.
If you want the shorter version of how that works in practice, the CRM dialer page covers it, and the Android auto dialer comparison puts it beside the alternatives.
